In public procurement, tenderers must fulfil all mandatory requirements in order not to risk losing the deal. Public procurement is regulated by a complex set of rules (LOU, LUF, LOV, LUK and LUFS) and involves many complex issues. We have extensive experience in reviewing tenders to reduce the risk of rejection.

Our advice includes reviewing and interpreting requirements, helping to formulate questions for the client, interpreting contract terms and conditions and supporting negotiations or contacts with the client. We offer ongoing advice throughout the procurement process, including document drafting, contracts and security issues.

Appeals and dispute resolution

By law, the state, municipalities, authorities and county councils are obliged to procure goods and services according to specific guidelines. Publicly owned companies, foundations, associations and organisations are also subject to public procurement regulations.

The contracting authorities must be impartial and select suppliers based on the nature of the goods or services being procured. The choice of supplier should be made on a business basis and determined by which supplier offers the best goods or services under the most favourable terms.
